v1.3 - Phalanx Scan Fleet Cleanup

This hotfix improves phalanx scan accuracy on both desktop and mobile.

Galaxy + Phalanx

• Phalanx scans now show only currently active fleet movements.
• Fleets that have already reached zero timer no longer remain in refreshed scan results.
• Canceled fleet movements are excluded from scan results.
